Editing WACKY.DAT

To extract the files from WACKY.DAT, use the Wombat Game Tools. You can also use the program to put new files in WACKY.DAT, but I haven’t tried it yet.

I have some information about the contents of WACKY.DAT, but I haven’t organized it very much. Here are two text files that might help. Also take a look at the Wombat Game Tools.
